The National Network of Local Philanthropy Development implements the Housing for Ukrainians project. The main goal of the project is to create and arrange permanent housing for Ukrainians who have lost their homes.
Many countries support Ukraine with funding and credits. This money goes to support the repair of utilities networks and roads first. There is also a program for completing flat houses where internally displaced homes will be living till territories are suitable to come back; then, flats will be distributed among military and socially vulnerable segments.
But a considerable number of people have nowhere to live now. As the cold season approaches, even more people will need housing. A large percentage of people live in temporary shelters, repair their houses, and live in modular houses without heating. Many families remain close to the front lines, where utilities are damaged and there will be no heating.
Background
On February 24, 2022, Ukrainian life changed forever. The Russian Federation launched a full-scale attack on Ukrainian cities.
For more than 6 months we have been fighting for our independent life with great support from the world.
But this war has a price: people's lives and the destruction of cities. Unfortunately, we cannot bring human lives back. But we can ensure the right to a decent life and housing.
As of the beginning of June, 195,000 people reported damage to their homes in connection with hostilities. 7.7 million people registered as domestic displaced persons.
The situation is critical - many internally displaced persons remain in schools and kindergartens. The academic year began in September. Therefore, many people were moved to old unfurnished dormitories or settled in old houses.
We have 2 ideas
1. Reconstruct preserved buildings after decentralization reform.
2. Build houses for internally displaced people in Western Ukraine.
Construction solution for building
There are two designs: modular and frame houses. It's possible to live there in any season; it's heated. The time for construction is up to one month. Homes can be connected to a city utility network or have a local construction solution (well for several houses). The houses are suitable for long-term living
Modular village
We agreed with three communities about using community-owned land for seven years to construct modular houses for internally displaced people:
- Dubno, Rivne Region
- Zhydachiv, Lviv region
- Bar, Vinnytsia region
These communities are considered relatively safe as they are located in the western part of Ukraine. Several building companies around Ukraine are ready to build such modular houses. The period of construction is 30-40 days. Local authorities are ready for cofinansing.
Budget
The price for constructing such a house for one family varies from 15 000 USD to 20 000 USD depending on size and additional connections.
It's the price without home furniture. But our local community foundations will be able to help people with funding for furniture.

Creation of a center for the temporary stay of IDPs in the Voznesensk community
The charity Alight provided grant support to the project in the amount of 7,369 USD. Alight — a charity organization providing humanitarian assistance across the world.
The project will be implemented in order to provide IDPs and persons with disabilities living in the Voznesensk community with quality housing. POG "Voznesensk Educational and Production Enterprise of the Ukrainian Society of the Blind" is ready to provide its own dormitory for the resettlement of IDPs. The dormitory has 14 rooms in which IDPs can be accommodated, 5 of which are fully equipped, but another 9 need additional equipment. As a result of providing the dormitory with the necessary materials, 75 people or 15 families will be able to live there.
The goal of the project is to provide 40+ overstayers with good living conditions on a permanent basis, purchase the necessary equipment and equip the rooms. In case of a quick end to the full-scale invasion, de-occupation and reconstruction of the territories, the purchased equipment will be transferred to the local hospital or other institutions, according to their needs, which will be determined in consultation with the local self-government bodies.
