1. General provisions:
The charitable organization "National Network for the Development of Local Philanthropy" announces a Small Grants Competition within the framework of the Resource Hub project, implemented with the support of Global Giving.
The purpose of the competition is to improve the activities and performance of Community Foundations by providing small grants for the organization of local trainings, study tours, specialized consultations and team-building activities for the development of Foundations, and the purchase of equipment, if necessary, to improve the functioning of the team.
2. Who can participate in the competition.
The following organizations are invited to apply:
Community foundations are non-governmental charitable organizations whose purpose is to improve the quality of life of the communities in which they operate. Community foundations that operate according to 16 principles of activity and are members of the National Network for the Development of Local Philanthropy.
3. Priority areas of the Contest:
Covering the costs of organizing local trainings to improve the skills of the community foundation team;
Organization of business trips within Ukraine and abroad (business trips related to the activities of the Community Foundation);
Organization of consultations from experts;
Improvement of IT support;
Organization of recreation or team-building activities;
Purchase of equipment that will help the Community Foundation team function better;
Other activities related to capacity building and development of the Community Foundation team.
4. Expenses not covered by the grant
Salaries of the Community Foundation employees;
Implementation of the Community Foundation's projects;
Political propaganda and terrorist activities;
Influence on the results of state elections, including campaigning during the preparation for and during the elections;
Providing grants to other organizations or individuals;
Conducting any activity that is not specified in the application form;
Making donations or establishing funds for donations;
Purchase of any vehicles or real estate.
5. The amount of the grant.
Total budget of the competition
The requested grant amount that a team can apply for cannot exceed 70,000 UAH.
6. Procedure for submitting project proposals.
A community foundation that meets the requirements for applicants to participate in the competition must submit a completed project proposal of the established sample through the electronic grant application system.
The project proposal must be filled out in Ukrainian.

Deadline for submitting a project proposal: applications are accepted on a regular basis until the competition budget is exhausted.
Project applications will be reviewed by the Competition Commission on a weekly basis.
7. Project reporting.
Narrative and financial statements for the project with copies of supporting documents and other annexes are provided once at the end of the project, but no later than March 1, 2025.
Reporting is carried out in the framework of communication with the Grant Manager, a representative of the National Network for the Development of Local Philanthropy. Details on the format of narrative and financial reporting will be provided to the winners of the competition when signing the grant agreement.
As part of communication, the Grant Manager may ask for photos/videos that can be used to publish articles on social media or on the website about the results and impact of projects and competitions organized by the CO.
By providing such materials, you confirm that you have received consent for their dissemination from the persons depicted in the photo, or from the persons who own these materials on the basis of intellectual property rights or any other.
The authorized persons of the National Network for the Development of Local Philanthropy have the right to check the activities of the winner of the Competition for project implementation at any time for its compliance with the declared project, the compliance of payments made by the grant recipient with the payments provided for in the approved project budget.
In case of inconsistencies or gross violations of the Agreement or applicable law, accidentally or intentionally committed by the grantee during the project implementation, repeated violations of the rules of ethical communication and business correspondence, or identification of an obvious violation of the goals, values and mission of the organization, the National Network for the Development of Local Philanthropy reserves the right to suspend project funding and demand the return of funds already transferred for project implementation.
8. Grant implementation period: arbitrary. The project must be completed no later than July 1, 2024.
9. Procedure for reviewing project proposals.
Evaluation for compliance with the technical requirements will be based on the following criteria:
compliance of the project application with the established form;
compliance of the applicant organization with the established criteria specified in clause 2 of this Regulation;
the amount of the requested grant does not exceed the financial limits set by the organizer.
Based on the results of the first stage of evaluation, a decision will be made on the admission/non-admission of project proposals to further evaluation.
Based on the results of the evaluation of the project proposals, the Competition Commission determines the list of organizations that will be awarded grants. The decision of the Competition Commission is the basis for the relevant decisions of the National Network for the Development of Local Philanthropy to draw up and sign agreements with the winners of the Competition on the provision of appropriate funding.
The decision of the Competition Commission is final. The decision of the Competition Commission to determine the winners of the Competition is final. The Competition Commission and/or representatives of the National Network for the Development of Local Philanthropy may provide feedback in case of rejection, to receive it, you must contact the grant manager.
The final decision on the project is not subject to review or appeal.
Additional negotiations will be held with the winning organizations to finalize their projects, taking into account the comments made by the Competition Commission. After the applications are finalized, the grantee organization will sign an agreement with the National Network for the Development of Local Philanthropy on the provision of targeted funding.
The grant amount will be transferred in one tranche to the current bank account of the grantee organization.
