Community funds - guardians of community welfare

Terms:

The charity organization "National Network for the Development of Local Philanthropy" announces a competition for grants within the "Community Funds - Guardians of Community Welfare" program, which is implemented with the support of Global Giving.

The purpose of the competition is quick assistance in solving the humanitarian problems of the community and its residents in martial law, emergencies, and war to achieve their missions and meet the population's needs through the provision of grants to community funds (CF).

Priority areas of the Competition:

Grants require mandatory co-financing

  • Organization of humanitarian aid for community residents to prepare for winter: insulating materials for homes, warm clothes, arrangement of heating points, etc.
  • Arrangement of housing for forcibly displaced persons: repairs, insulation of dormitories, etc.
  • Organization of assistance to social institutions: schools, hospitals, orphanages, and hospices.
  • Medical assistance to community residents
  • Strengthening the technical capabilities of community funds to work in conditions of blackout of light, heat, and water.
  • This list is not exhaustive.

    2. Who can participate in the competition:

    The following are invited to the competition:

    * work as CF;

    *registered as a charitable organization, charitable foundation, or public organization, hereinafter referred to as the organization);

    * entered non-profit organizations' registered with the sign 0032 or 0036. Public and charitable organizations that:

    ➢ are in a state of liquidation;

    ➢have legal relations and/or provide resources and support to individuals and organizations associated with terrorism;

    ➢made any efforts or took actions to influence the members of the competition commission or the organizer or administrator of the competition to make an illegal decision in their favor.

    3. Amount of the grant and own contribution.

    The amount of the grant is from 5,000 to 10,000 USD. The CF's contribution (confirmed raised funds, contributions in goods or services) - from 25% of the total project budget.

    4. Project implementation period: from 20 days to 3 months

    5. Funding within the framework of the competition

    Allowed expenses:

  • Adding funds to a pool of money to support local initiatives
  • Payment of wages
  • Rent payment
  • Connection services
  • Office expenses (stationery and consumables)
  • Bank charges
  • The total amount of labor and administrative costs of the project should not exceed 15% of the total amount of the project. Unacceptable expenses:

  • to carry out activities that are not related to the project submitted for competition;
  • for the implementation of commercial projects that provide for profit;
  • to cover debts and/or fines of the organization and related fees and court costs;
  • to pay for personal treatment, education or scholarship for education, recreation;
  • for publishing personal publications and holding personal exhibitions;
  • for contributions, donations, gifts to private individuals or organizations;
  • to pay for entertainment: concerts, ceremonies and related expenses, including food, lodging, rent, transportation, alcohol and tips:
  • to cover advertising and public relations expenses related exclusively to the promotion of the organization;
  • to purchase goods or services for personal use by employees of the organization;
  • for contributions to a reserve or similar fund and endowment;
  • for conducting events, the beneficiaries of which are political, religious, as well as representatives of government bodies;
  • to provide resources or support to individuals and/or legal entities associated with terrorist activities.
  • 6. Procedure for submitting project proposals

    An organization that meets the requirements for participation in the competition must submit a completed project proposal of the prescribed format on the website https://philanthropy.com.ua/ through the user account.

    Project proposals sent in paper form: by mail, fax, courier, or in any other way, except for submission on the website, will not be considered.14:24

    Materials submitted to the competition are not returned or reviewed.

    7. Approximate schedule of the competition:

    January 4, 2023 - Announcement of the competition

    January 15, 2023 - The last day for receiving project proposals

    January 25, 2023 - Announcement of the results of the competition

    January 25-30, 2023 - Negotiations and signing agreements on grant provision and project financing.

    8. Procedure for consideration of project proposals.

    Total points are 100

    Based on the results of the evaluation of project proposals, the Competition Commission determines the list of organizations that will receive grants. The decision of the Competition Commission is the basis for the adoption of relevant decisions of the "National Network of Local Philanthropy Development" for drawing up and signing Contracts with the winners of the Competition on the provision of appropriate funding.

    Additional negotiations will be held with the winning organizations in order to finalize their projects, taking into account the comments made by the Competition Commission. After finalizing the applications, the grantor organization will sign an agreement with the National Organization for the Development of Local Philanthropy on the provision of targeted funding. The amount of the grant will be transferred in one installment to the current bank account of the grantor organization.

    9. Reporting by projects.

    Financial reporting for the project (Appendix 2) and descriptive report (Appendix 3) with the provision of copies of supporting documents (copies: request letter from the beneficiaries, act of acceptance and handover, acts of completed works, supporting documents on the tender (if necessary), documents, confirming payment) and other attachments (links to publications, photo and video materials, copies of letters of thanks) is provided once during the project implementation period:

    ➢ after the end of the project, but no later than April 30, 2023

    Authorized persons of the "National Network for the Development of Local Philanthropy" have the right at any time to check the activity of the winner of the Competition for the implementation of the project for its compliance with the declared project, the compliance of the payments made by the grant recipient with the payments provided for in the approved project budget.

    In the case of detected inconsistencies or gross violations of the Agreement or current legislation, accidentally or intentionally committed by the grantee during the implementation of the project, BO "National Network for the Development of Local Philanthropy" reserves the right to suspend the financing of the project and demand the return of already transferred funds for the implementation of the project.
